1 The League
shall be known as Kent Metropolitan incorporating Invicta 3 West, Spitfire,
Bishop’s Finger and Master Brew leagues.
2 The
individual leagues are to comprise of 2nd, 3rd, 4th
and other lower XV’s of clubs in the English Clubs’ Championships or teams
from non-league clubs.
3 Clubs
that are in Union with neighbouring Constituent Bodies may join the League, provided
any such club is an affiliated member of the Kent County Rugby Football
Union.
4 The
League organizing committee will be elected annually at the League AGM and
is to comprise of a Chairman, Secretary, Results’ Co-ordinator and
Treasurer together with three (3) committee members.
The County’s Group Representative shall also be invited
to serve on the committee.
4-1 The full committee shall meet
regularly, as and when required.
4-2 If circumstances so justify, a quorum
for the Kent Metropolitan League’s
day to day business may be achieved at any one time by a minimum of
three (3) elected committee members of which two (2) are elected officers,
whilst one (1) is to be a member clubs’ representative.
5 League
matches are to be played on a Home and Away basis in each season. A league structured playing season
detailing fixtures and playing dates will be provided to each member club
prior to commencement of each season.
Such structured season is also displayed on the Kent Metropolitan
League web site.
5-1 Any deviation from the structured playing season that has
been agreed between respective clubs is to be advised to and ratified by
the League Results’ Co-ordinator by September
1 in each season.
6 All
member clubs are required to submit their Fixture List/s to the League
Results’
Co-ordinator on
or before September 1 in each
season.
7 If fixtures
are not played on the scheduled date, or on any mutually agreed alternative
date, and if the reason offered is not considered acceptable in the opinion
of the Kent Metropolitan League Committee, the defaulting team will be
deemed to have lost the game.
7-1 All league matches, including agreed postponed games, are
to be played by April 30 each
year. Games not played by such date
shall be declared void.
7-2 The Kent Metropolitan League committee reserves the right
to re-align any team within a given league structure during the course of
any season.
8 Both clubs MUST report results either direct via the link on the KENT METROPOLITAN LEAGUE WEB SITE at
www.kentmetropolitanrugby.co.uk alternatively
accessed through the competitions’ link on the County’s web site www.kentyrugby.org or by
telephone to the Results’ Co-ordinator, Clive Putner, on 020 8650 0211 by 1900 hours on the Monday immediately following the
game.
8-1 The Kent Metropolitan League web site will be regularly
updated throughout the league season with results together and individual
league tables.
9 The
scoring system will be four (4) points for a win, three (3) points for a draw,
one (1) point for playing and nil (0) points for default (e.g. walk-over).
9-1 One (1) bonus point would additionally be awarded to a
losing team if the final score line is within seven (7) points or less.
9-2 Regardless of the final score in any league game, the
widest points’ differential that would be entered for league table purposes
is forty (40) points.
9-3 Any member club that call-off a league fixture renders the
opposing team forty (40) score points and scores nil (0) points themselves.
10 An annual
fee of £20-00 (twenty pounds
only) is to be paid by member clubs for each team entered into the Kent
Metropolitan League competition. Any
such fee shall be accepted at the level of £15-00 (fifteen pounds only) per team provided such total
payment is received by the Kent Metropolitan League Honorary Treasurer, Terry Kirk, at 103, Avenue Road, Erith, Kent, DA8 3AT no later than NOVEMBER 30 in each season.
Cheques are to be drawn to the order of KCRFU Kent Metropolitan League.
11 Use of
replacements:
11-1 Replacements will be a maximum of three (3) from three
(3). It is RECOMMENDED that if one team has less than fifteen players and
the opposing team has replacements, the replacements be encouraged to play
for the opposition.
11-2 If a front row player retires injured and there is no
competent replacement the game will go to uncontested scrums, and the final
result will stand. Refer front row

11-3 If a team has less than fifteen players and the opposition a
full team plus replacements, no replacement player may take the field for
the team with the full complement of players.
11-4 If one team
has more than the maximum of three (3) replacements, in exceptional circumstances only and in the spirit of the
Shepherd Neame Kent
Leagues’ competition to fulfil the fixture, the respective captains may agree
to play
the match with that one team using more than the usual
maximum of three replacements. Said
agreement must be secured before
kick-off in each and every situation and reported to the Results’
Co-ordinator when confirming the result.
11-4-1 If more than the standard
three (3) replacements were used by a team under such agreement and that
particular team won the game, the result would nevertheless be deemed a draw and recorded in the relevant
league table accordingly.
12 Any team
that withdraws from the League at its own volition will have ALL awarded points and results of
games played regarded as void and deleted from the respective league
table.
13 Any team
that does not fulfil twenty five per cent (25%) of its scheduled league
fixtures, and at the Kent Metropolitan League Committee’s discretion, may
be withdrawn from the Kent Metropolitan League and have ALL awarded points and results of
games played regarded as void and deleted from the relevant league table.
14 All
disputes or grievances are to be notified in the first instance by LETTER or EMAIL to the Kent Metropolitan League Honorary Secretary, John Arger, at 15, Thatcher Road, Staplehurst, Kent, TN12 0ND or argerjm@aol.com by mid-night at the latest of the Friday immediately following the
fixture.
14-1 If, and in the opinion of the Kent Metropolitan League
Committee, any member club has acted in direct infringement and disregard
of the spirit and ethos of the Shepherd Neame Kent Leagues’ competition,
including either having fielded a truly unrepresentative team consisting of
players not normally expected to play for such team and level or field
players normally of a higher skill level, the competition points would be
awarded to the opposing side with a nominal score of fifteen points to nil
(15-0). If in such instance the
opposition won the game, the result would stand, but the offending team
would be deducted two (2) competition points.
14-1-2 Such penalties are not
exhaustive. Further sanctions or
points deduction may be imposed upon any team that, in the view of the Kent
Metropolitan League Committee, had transgressed the spirit or letter of the
Shepherd Neame Kent Leagues’ competition.
15 Decisions
made by the Kent Metropolitan League Committee may be referred to the
Chairman of the KCRFU Competitions’ Sub-committee. All such appeals are to be received WITHIN FOURTEEN DAYS (14 days) of
receiving the decision from the Kent Metropolitan League.
16 Presentation of trophies will be made
to the winning clubs at the end of each season. Plaques for the winners and runners-up in
each league would be paid for and provided by the Kent County Rugby
Football Union.
